Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be pepper spray, according to police.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

These detentions come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was among the those hurt in the event. Five people went to hospital for medical care and were later discharged.

Officers detained a man in his thirties for suspected robbery and assault near the scene. He has since been released under investigation while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding several people hurt by an irritating chemical thought to be pepper spray.

The attack - an event that police said was isolated and not considered an act of terror - caused train delays and the partial closure of the main airport tunnel and the T3 parking facility briefly.
